The U.S. Securities and Exchange Commission named Sarah G. ten Siethoff deputy associate director in the Division of Investment Management’s Rulemaking Office, where she’ll develop rules under the Investment Company and Investment Advisers Acts. Ten Siethoff also will oversee management of key rulemaking projects related to funds and investment advisors.
Icap plc, a market operator and provider of post-trade risk mitigation and information services, announced that Seth Johnson, who is currently head of strategy at Icap’s Global Broking division, has been appointed to the role of chief executive officer of EBS BrokerTec. Johnson relieves Gil Mandelzis, who is stepping down. As head of strategy for global broking, Johnson has been responsible for growing revenues, improving the application of technology to the company’s business model, and expanding customer coverage. He previously led the expansion of Icap’s electronic markets product portfolio as CEO of BrokerTec and CEO of the Icap Securities & Derivatives Exchange. Johnson will remain on the Icap global executive management group and report to Icap CEO Michael Spencer.

KeyBanc Capital Markets, the corporate and investment banking arm of Cleveland-based KeyCorp, announced that Rhys Brooks has been appointed head of sales trading in New York City. Brooks joined KeyBanc Capital Markets from Jefferies LLC, where he served for nine years, most recently as managing director and head of sales trading. Prior to that, he was co-head of cash trading at Thomas Weisel Partners in San Francisco. He began his career as a position trader at Merrill Lynch. Brooks reports to Kevin Kruszenski, head of institutional equities..
Arxis Capital Group, a technology-focused automated market maker and liquidity partner, landed Joseph Ricciardi as a partner and head of client trading and sales. Ricciardi will play a key development role as Arxis continues to position itself as a next-generation technology leader among market makers. His mandate is to build the sales and trading team that will service retail broker’s execution across both automated and non-automated channels. He was previously head of model-driven trading at KCG, where he managed both exchange and over-the-counter trading operations.
Tora Trading has hired industry pro Win Franke to boost its U.S. sales presence. Franke, a 15 year financial technology veteran, will lead the firm’s sales effort in the US. Prior, he worked at the Eze Software Group in consulting and sales roles for 12 years.
Rory O’Kane, formerly of a managing director at KCG Inc. for U.S. listed options, has joined Two Sigma Securities to support its growing wholesale equities market making business. O’Kane is charged with helping Two Sigma expand its footprint into multiple asset classes, including options. O’Kane has nearly 32 years of experience in the equities and options trading business and is the past chairman of the Securities Traders Association. He reports to Simon Spenser, co-head of wholesale market making,
London Stock Exchange Group appointed Waqas Samad as CEO of fixed income & multi-asset benchmarks for the group’s information services division. In this newly created role, Samad will work closely with FTSE Russell clients and the firm’s sales, service, product development and research areas to assess partner needs and develop new solutions to meet growing demand in the marketplace, grow the firm’s client base and strengthen its product offering. He will also help to expand FTSE Russell’s presence in North America, overseeing the successful FTSE TMX joint venture in North America and all other fixed income partnerships. He spent the last 23 years in the financial services industry, the last 12 of which were in leadership roles in the index and portfolio analytics industry. He spent three years at Deutsche Bank as head of the index research group in Europe and Asia and five years at Credit Suisse in a variety of quantitative and technology roles.
Remco Lenterman, head of global business development at Citadel Securities, has been appointed chairman of a European traders’ association, taking over from acting chairman and former Getco Europe Ltd. director Mark Spanbroek, who becomes vice chairman. Lenterman had already served as chairman of the FIA European Principal Traders Association from 2011 to 2015, according to a statement on Monday. Lenterman was a managing director at automated trading firm IMC BV for five years and before that was a managing director at Goldman Sachs.
Icap named Arjun Singh-Muchelle global head of regulatory affairs, reporting to Don McClumpha, chief operating officer of the global broking division. Singh-Muchelle came from the International Swaps and Derivatives Association, an influential trade body for the over-the-counter derivatives markets, where he had been part of the European public affairs team since June. He was also previously a senior capital markets adviser at the Investment Association, a trade body for UK asset managers, where he helped lead efforts to change MiFID II’s rules on market data. Before that, he was a policy analyst at the European Commission in Brussels and head of EU affairs at the British Bankers’ Association.
Swaps-futures exchange Eris Futures hired Barclays former head of agency derivatives Tim Stack as head of Europe, and will open a new London-based office. Stack, who previously headed the British bank’s global futures and OTC clearing business, will be responsible for sales, marketing and partnerships in Europe. It is also the latest push from Eris to expand its global reach following the hire of Geoffrey Sharp last year as global head of sales.
