The Securities and Exchange Commission today announced that Dmitry Bulkin has joined the Division of Trading and Markets as a Senior Policy Advisor.

“We are very fortunate to have Dmitry’s expertise at the Commission,” said Brett Redfearn, Director of the Division of Trading and Markets. “His knowledge and experience in electronic trading and market microstructure will be extremely helpful as the Division proceeds with its ambitious policy agenda.”

Dmitry will work with staff across the Division on a range of policy efforts including the Commission’s work to improve the governance, content and accessibility of core market data.

“I am honored to take on this role”, said Mr. Bulkin. “I have had the opportunity to engage with the staff in the Division of Trading and Markets as a market participant for years. It is a privilege to now be able to collaborate directly with such talented individuals. I look forward to contributing to this work and to the mission of the Commission at this crucial time.”

Before coming to the SEC, Mr. Bulkin was a Managing Director at Citigroup in charge of the Equity Electronic Business in the Americas. In that role, Dmitry was involved in, among other things, the design of algorithms and smart order routers, and Citi’s ATS strategy and product. Prior to his role at Citi, Mr. Bulkin was a Managing Director and Head of Liquidity Strategy and Market Structure at Credit Suisse, where, over the period of 15 years, he was involved in equity algorithms design and development, transaction cost analysis, and was responsible for overseeing relationships with external trading venues. From 2016 to 2017, Mr. Bulkin has served as a Vice Chair of the SIFMA Equity Markets Committee.

Mr. Bulkin holds a degree in mathematics from the University of Minnesota.
